Regardless of  any  form it might  take, money  is essentially  a provisional  “promise”  to pay whose  “moneyness”, as an  “institutional fact”  []  is assigned by  a description conferred by an abstract money  of account. Money  is a social  relation of credit  and debt denominated in a money  of account. In the  most basic  sense, the possessor of money  is owed  goods. But money also represents a  claim or credit  against the  issuer  –  monarch, state, bank  and so on. Money has to be  “issued”. And something can only be  issued as money, if  it  is capable of cancelling any  debt incurred by  the  issuer.  (Ibid.,  25)

Money continues to present theoretical and conceptual difficulties for mainstream neoclassical micro- and macroeconomics. In most treatments it is “neutral,” as either: a symbolic “veil” over an underlying “real” economy; a special “commodity” with utility for the rational maximizing individual; or as part of a model of aggregate economic “variables.” The methodological assumptions of these approaches cannot account for the fundamental characteristics of money as a measure of value and acceptable means of payment. Many of these diffculties are resolved if money is conceptualized as a structure of social relations.

貨幣は、主流の新古典派ミクロ経済学やマクロ経済学にとって、理論的・概念的に困難な問題であり続けている。ほとんどの説明では、お金は「中立」であり、裏にある「実物」経済を覆う象徴的な「ベール」、合理的に最大化する個人にとって有用な特別な「商品」、あるいは経済の「変数」を集約したモデルの一部として扱われている。これらのアプローチの方法論的前提は、価値の尺度および許容される支払い手段としての貨幣の基本的特性を説明できない。貨幣を社会的関係の構造として概念化すれば、これらの問題の多くは解決される。

  • クラウアーのケインズ経済学に対する貢献は、ケインズ経済学のミクロ的基礎づけ英語版を提案したこと、ならびにケインズ経済を貨幣経済特有の不均衡過程であると捉え、二重決定仮説を提唱したことである。
  • ケインズ経済学のミクロ的基礎づけとは、ケインズ経済学の性質が各家計や各企業などのミクロ的な主体の行動から導き出されなければならないことを主張するものである。
  • また二重決定仮説とは、貨幣経済の下では、観念的な需要と実際の有効な需要とが乖離し、企業は自らの生産物に対する有効な需要が不足するために労働者を雇用することができないが、逆に労働者は自らの労働に対する有効な需要が存在しないために企業の生産物を購入することができないという悪循環に容易に陥ってしまうことを指摘したものである。クラウアーは、分権的な貨幣経済の自己組織化・自己調整能力を徹頭徹尾疑い続けた。

…現代資本主義の貨幣は、民間銀行貨幣と中央銀行貨幣とが渾然一体となっていて、分けられないことに特徴があると考えている。インガムの言い方ではデュアルシステム。モズラーは、両者を分けたうえで、後者をTDMで説明しているが、概念上でのみ分けられる。 


したがって、現実の説明としては、もう少し複雑になる。
実際には、民間銀行貨幣で納税可能なのだから、それを直接にTDMでは説明できないだろう、という問題意識だったのだが、うまく説明できない。
現実には分けられない貨幣を概念上、ふたつに分類し、その片方についてこのような理由で受容される、と説明しても、それは譬え話としての限界をもってしまう。

現実のシステムが二元的になっているのだから、理論もそうなっているのだと思う。Inghamが言うThe Dual Monetary System:The Hybridization of credit and Coinage。ハイブリッド車はエンジンとモーターを積んでいるからといって「矛盾する」とは言わない。両者がどのように連結しているかが重要。

インガムの言う、ハイブリッドを自動車のハイブリッドの譬えかと思っていたが、読み直してみたら、どこにも自動車の話は出てこないので、生物の交配や交雑のニュアンスだろうか。歴史的に異なる起源をもつふたつCredit and coinageが交雑してひとつになった。

Geoffrey Ingham INTRODUCTION: ECONOMICS AND HISTORY; MONEY AND CREDIT I N THE late nineteenth and early twentieth centuries, academic economics took on the conceptual and methodological complexion by which it is clearly recognizable today. During the famous methodological conflict (Methodenstreit) at this time, economics separated itself from other social and historical sciences and put forward its imperialist claim to provide a superior explanation of all the phenomena customarily dealt with by its academic kin (Swedberg 1987; Machlup 1978; Schumpeter 1994 [1954]; Ingham 1996a). Analytical economics claimed to be universally valid. The 'laws' of supply and demand, for example, were considered to be equally applicable to the ancient economies and primitive societies as they were to the modern world. Historical change in general and the advance of the 'wealth of nations', in particular, were seen as the result of increasing efficiency in the conduct of human economic affairs. Throughout the nineteenth century it was asserted with an increasing confidence that the twin universal processes of the division of labour and market exchange, together with an understanding and application of the laws that governed their development, had brought about these enormous transformations. The proponents of this new 'high theory' in economics looked upon the analytical simplicity of their models as evidence of their sophistication. The more abstractly and mathematically they expressed their theorems, the more scientifically prestigious they could claim to be. Innes の2本の論文に続く現代MMTerたちの論文は、Innes に手厳しい。
特にIngham はInnes の理論が、貨幣一般と資本制経済のもとでの貨幣の「種差性」を見落としたということを
徹底的に批判する。Hudson は、Innes は、主流派経済学の物々交換史観をトークン史観という別の
神話に置き換えただけだとまで言う。Harvey も同様に、Innes が現代の思考パターンを
古代にまで拡張してあてはめている非歴史性を批判する。しかしながら、
こうした手厳しい批判の一方で、MMTer が共通して評価するInnes の功績とは、
貨幣が、交換を容易にするための物的な資産価値など有していないこと、
現代貨幣とは、分業や宗教、国家、階級とともに発生した貢納や支配のための「数字」が
国王や宗教家たちが発行するトークンや、銀行の発行する負債である
銀行為替手形、さらには預金と結びついたことによって、成立していることを
明確に論じたことである。結局のところ、貨幣とは人間関係・社会関係なのである。
個々の立論は甘く曖昧で誤謬も含んでいるとしても、
ここに描き出されたアウトラインこそ、今後の経済学の発展の
中心に据えられるべきなのである。
すなわち、貨幣とは自立した諸個人の交換行為によって
生まれるような性質のものではない。貨幣にはもともと物的な「価値」など
ないのだから、その交換比率がこうした資産の「価値」によって決まるなどということは
あり得ず、社会関係こそが、その交換比率(そして分配関係)を決すること、
こうした理解へと進むことが必要なのである。

Money’s Puzzles and Paradoxes


Money is one of our essential social technologies; along with writing and number, it was a foundation for the world’s first large-scale societies in the ancient Near East during the third millennium BC, and today it literally does make the globalized world ‘go round’. Money plays this indispensable role by performing the familiar list of functions of the economic textbook. 1 It is a medium of exchange, store of value, means of unilateral payment (settlement), and measure of value (unit of account). 2 Each is fundamental for the continuance of routine life in the modern world. In the first place, as Adam Smith and the classical economists made clear, a medium of exchange makes for the efficient operation of the division of labour and exchange of products that creates the ‘wealth of nations’. This indirect multilateral exchange is a means of ’translating the work of the farmer into the work of the barber ... [money] is action at a distance’ (McLuhan 1964: 10). Secondly, and perhaps most remarkably, money is able to store abstract value, as pure purchasing power, for longer periods than is necessary for any particular exchanges. The consequences of this property define the freedom and flexibility of the modern world. well i guess i probably would say i started in 1996 while studying with randy wray at the university of denver just before heading over to cambridge you know randy had written a book called money and credit in capitalist economies so i was introduced to the sort of post keynesian way of thinking about money as credit as a credit instrument and then i got to cambridge and gosh i mean i started reading things like jeff ingham who's a sociology professor at cambridge university and he had a paper that was very influential on me way back in the day called uh money as money is a social relation money is a social relation so a relationship between debtors and creditors uh rather than defining money as a thing or defining money by the way it works or functions treating money as a relationship as a social relationship um.
and i sort of started thinking about money that way keynes in the treatise on money has some treatment along these lines where he starts to talk about a specific type of money state money and and saying that the state has the power to write and rewrite the dictionary to name the unit in which debts will be denominated prices will be written contracts will be written the state has the power to define the unit and he says to rewrite the dictionary at will over time which of course maybe no one better than you knows about the state's power to rewrite the dictionary because the greek dictionary was rewritten of course from the drachma to the euro that's a perfect example of the authority exercising its power to rewrite the dictionary to change the unit in which payments will be made collected obligations debts contracts and so forth so i guess.

ゴールドスミス・ノートとは17世紀のイギリスで金匠によって用いられていた約束手形。これが銀行券の始まりとされている。

当初は金匠が金を受け取って、それと引き換えに同等の金といつでも引き換えるという証書であった。当初はこの預り証が譲渡される場合には誰某にその権利を譲渡すると裏書きされていたものの、後に裏書をされないで流通されるようになっていき、これが現金通貨の代わりを果たすようになっていった。

当初は金匠の側に預り証と同額の金が準備されていたものの、後には預かっている金の貸し出しをするようになっていった事から発行している預り証の総額よりも保管している金の総額の方が少なくなっていき、金匠は保管業者から銀行業者へと変わっていった。後に金匠の信用が高まるにつれて、金匠は自己の責任において金の取引が行われていないのに預り証を発行するようになっていき、預り証は銀行券の原初形態となっていった。

後にイングランド銀行が発行した銀行券は、このゴールドスミス・ノートを倣ったものであった。

Birth of European banknotes

The shift toward the use of these receipts as a means of payment took place in the mid-17th century, as the price revolution, when relatively rapid gold inflation was causing a re-assessment of how money worked. The goldsmith bankers of London began to give out the receipts as payable to the bearer of the document rather than the original depositor. This meant that the note could be used as currency based on the security of the goldsmith, not the account holder of the goldsmith-banker.[30] The bankers also began issuing a greater value of notes than the total value of their physical reserves in the form of loans, on the assumption that they would not have to redeem all of their issued banknotes at the same time. This pivotal shift changed the simple promissory note into an agency for the expansion of the monetary supply itself. As these receipts were increasingly used in the money circulation system, depositors began to ask for multiple receipts to be made out in smaller, fixed denominations for use as money. The receipts soon became a written order to pay the amount to whoever had possession of the note. These notes are credited as the first modern banknotes.[28][31]

Paterson’s scheme might easily have been lost in the crowd. But the idea of the hybrid Bank of England found a powerful group of supporters in the circle of ambitious Whig grandees who were soon to dominate the first party-political administration of the country. They realised that Paterson’s Project could deliver a Great Monetary Settlement. If they and the private money interest they represented would agree to fund the king on terms over which they, as the Directors of the new Bank, would have a statutory say, then the king would in turn allow them a statutory share in his most ancient and jealously guarded prerogative: the creation of money and the management of its standard. To be granted the privilege of note issue by the crown, which would anoint the liabilities of a private bank with the authority of the sovereign—this, they realised, was the Philosopher’s Stone of money. It was the endorsement that could liberate private bank money from its parochial bounds. They would lend their credit to the sovereign—he would lend his authority to their bank. What they would sow by agreeing to lend, they would reap a hundredfold in being allowed to create private money with the sovereign’s endorsement. Henceforth, the seigniorage would be shared.18

On the one hand, English kings continued to assert medieval royal monetary prerogatives. Charles I appointed a Royal Exchanger with exclusive powers over the exchange of money and precious metals; and in 1661 Charles II sought to enforce the old statutes of Edward III and Richard II licensing bills of exchange (Munro 1979: 212). On the other hand, an increasing number of the same mercantile supporters of monetary stability also advocated ‘Dutch finance’ – especially the creation and monetization of a national debt.19 As I have emphasized, the techniques were by now well understood.20 More than 100 schemes for a public bank were put forward in the second half of the seventeenth century, with the aim of regularizing state revenue and further removing it from the arbitrary control of a monarchy with absolutist pretensions (Carruthers 1996). Many were based on Amsterdam’s Wisselbank (1609), which itself had been patterned closely on Venice’s Banco di Rialto (1587) (Goldsmith 1987: 214).

Parliament consistently enforced the policy of sound metallic money, but insisted that the monarch not exploit his monopoly minting powers. But it should be emphasized that this was not simply, or even primarily, an economic issue. Sound money was also seen as part of the wider project to build a strong modern state. The balance between the benefits of the collective security of a strong state and the costs to particular economic interests of any particular monetary arrangements is expressed in a settlement between the major groups in a system of monetary production.
